MAISHA Certification
The Government of Kenya has incorporated the Prevention of HIV and AIDS in its Performance Contracting (PC) System as a key deliverable for all Ministries, Departments and Agencies (MDAs). Every year, public sector institutions are expected to sign performance contracts as a management tool to create accountability to the public for targeted results on managing the HIV response.
National AIDS Control Council (NACC) as a lead agency in charge of the ‘HIV prevention Indicator’ is expected to extend support to MDAs to facilitate the achievement of the HIV performance targets. The Performance Contracting process requires that during vetting and negotiation, lead or specialized agencies negotiate performance targets with respective institutions before the vetting exercise
Why Maisha Certification?
MAISHA Certification aims at contributing toward the achievement of the Kenya AIDS Strategic Framework (KASF) II goal: ‘Universal Health Coverage for all people in Kenya’. Lessons learnt from the implementation of Kenya AIDS Strategic Framework – KASF 1 (2014/2015 – 2018/2019) revealed that a multi-sectoral approach to the HIV response is relevant considering the multisectoral action needed to address structural drivers and unequal access to services.
Objectives of Maisha Certification?
- Multisectoral response to Prevention of HIV infections
- To Utilize MDA’s key competencies for the prevention and management of HIV and NCDs
- To Get all MDAs actively engaged in developing and implementing policies and activities that tackle the prevention and management of HIV and NCDs through workplace programs
- Mainstreaming Prevention of HIV and NCD management into the core functions of all Ministries/GoK Departments/Public Institutions
- To drive the Universal Health Coverage agenda
Scores for FY 2021/2022
Agencies, Commissions and Parastatals
MDAs are required to set targets based on their level of implementation (MAISHA 1 or MAISHA 2) and incorporate the targets in their Institution Performance contract for the indicator ‘Prevention of HIV and NCDs’ under cross-cutting issues.
